He came to the White House and told Trump he wanted to EXPAND the DACA bill to include more dreamers. In exchange he'd agree to fund $1.6B for the wall that had already been appropriated last year. So Schumer expects to get 150% of what he wants and let Trump keep the 10% he already has.
