The Presidential Records Act is specifically for a person who was President and made law in 1978. This is not a criminal statute.

vs

The Espionage Act is a general statute enacted into law in 1917. Woodrow Wilson used it to jail people.

How do the overzealous doj prosecutors get around this? Obviously the Congress enacted a specific law for Presidents which should be the statute that controls the issues in this case.
