"DFEI ratings (DFEI) represent the per-possession scoring advantage each team's defense would be expected to have on a neutral field against an average offense. Current DFEI ratings are based on opponent-adjusted results to date with no preseason projection weight."

Meaning this is a metric that accounts for a) how many possessions that defense had to defend (controlling for having a bad offense), b) what opponents that defense faced (controlling for teams with easy schedules).

It does not account for level of talent (i.e., the fact that Texas should have more talent than, say, Mississippi State).
