The real issue here is whether Carter Page and other campaign officials were put under surveillance for their suspicious activities, or whether they were put under surveillance because they worked for Trump. If Carter Page had not been Trump's foreign policy advisor, would his trip to Moscow have been sufficient to place him under a FISA warrant? If not, then that's how you know this was political.
