In a nutshell, he claims that Mueller knew there was no collusion very early on in the investigation, probably in 2017. And Levin claims Mueller had an obligation to go in front of the American people and tell them that their president did not commit treason. But that's not what he did. He chose instead to spend the rest of the two years pursuing minor players and obstruction of justice, for which there was no underlying crime. He refrained from pursuing a subpoena of Trump, not because it would be too time consuming, but because he had no legal predicate to do so. He never had a case against Trump. And he almost admits so much in Volume 2 when he punts all the obstruction evidence to congress. Worst of all, he let this case drag out for almost two years, through the midterm election.
Of course Levin yelled this in his way.
