All of the immigration discussion has brought me to the following end point - how do we get every able, working body in this country paying into the system and get close to complete legal immigration going forward. While the execution of the plan would be a huge logistical undertaking and measures would have to be put in place to minimize gaming of the transition phase, it would go as follows:
1. Illegal immigrants 18 years or older currently residing in the US have 1 month to procure a "Pathway ID". This may be a combination of electronic and physical meeting requirements. It's a massive undertaking that would cause a lot of chaos and logistical strain...I can't stress that enough...particularly in the border states.
2. Those individuals granted a Pathway ID will then be eligible to be employed in the U.S. workforce. The Pathway ID would need to be sought by both adult members that are married. Any employer found with individuals on the payroll that do not have a Pathway ID will incur a $100k fine for each employee found in violation. In other words, federal law will be a non-Pathway ID immigrant cannot be legally employed.
3. Pathway ID individuals have to engage in the following for a period of 2 years:
A) Prepare to take some sort of an English language proficiency test (with ability to re-take)
B) Avoid any felony convictions
C) File some sort of tax document to the IRS annually and pay income taxes during this period at the standard prevailing income tax rates
Upon meeting this conditions the Pathway ID will be converted to U.S. Citizenship with all accompanying rights and responsibilities
4. Any illegal immigrants not granted the initial Pathway ID that subsequently come to US soil will be swiftly deported, no exceptions. Any current immigrants that choose not to secure the Pathway ID will be deported, along with their children.
5. Explain to Mexico that we will re-allocate funds that would have been used to build a wall into deploying our best military resources to completely dismantle the Cartels. When I say dismantle, I mean SEALS, air strikes, daisy cutter bombs...you name it. This would be conditioned upon the following:
A) Mexico must contribute a large majority of their military resources to the effort
B) Mexico must upgrade their rule of law and throw corrupt judges and other corrupt individuals in prison for terms no less than 10 years
C) Mexico must overturn their gun restrictions and have gun rights on par with U.S. citizens currently
6. If Mexico isn't all in on the conditions of No. 5 above, then we start building the wall.
7. Adjust minimum wage to be 25-50% higher than the effective payout for welfare. This incentivizes the fringe, physically-able welfare participants out of that program and fill voids left by illegals that go back across the border not desiring to obtain the Pathway ID.
8. I think there are substantial offsets to the ensuing wage inflation shock; the first ones that come to mind are 1) less stress on health care system, 2) less individuals burdening the US welfare system, 3) all adult US inhabitants paying for the physical infrastructure that they have the luxury of using
9. Implement a portion of Canada's current immigration system, which I would currently describe as a bar-bell approach. Citizenship in Canada is extremely difficult. It is essentially like a job interview and they take whom they consider qualified candidates that fit current criteria including an emphasis on certain job skills. I would not follow suit with Canada with respect to the other side of their bar-bell system - i.e. accepting refugees, particularly not from problematic areas.
The problem I see with such a grand plan being executed deals with the tremendously high stakes involved with securing the future of the presidential electorate. If Republicans were to pull this off it would cement Texas as a red state, and could very well do the same for Florida. All of the sudden California has a greater than 50% probability of going red. Same goes for the Democrats. Imagine if a Democratic administration pulled this plan off, cementing California and Florida as blue, and probably putting Texas in play.
The stakes are of a generation type level for either party in my mind.
