The last four years (and some previous years) have shown that the honor system of norms and precedents to govern Presidential behavior is not adequate to preserve our Democracy and prevent wholesale corruption in the White House. Rules will have to be codified into Law and President Biden with a Dem House and Senate will get to work on it, as part of the second wave of initiatives after the first legislative priorities are accomplished. Some of the things that needs to be addressed.
1. Tax returns of Presidential candidates will be released.
2. POTUS can not receive payments of any kind from foreign sources.
3. POTUS can not receive any money from US Treasury outside of Presidential salary.
4. POTUS can not receive any money from campaign funds.
5. POTUS can not own a business that does business with Federal or State governments.
6. POTUS immediate family can not be on the Federal payroll or be appointed to official positions.
7. POTUS immediate family can not receive any money from foreign sources.
8. POTUS or FLOTUS can not have any other paying job or receive royalty payments or personal appearance fees.
9. POTUS salary is increased to $5 million per year and FLOTUS salary will be $1 million per year.
10. Capital gains taxes are eliminated for POTUS for the purposes of divesting assets if assets are placed in a blind trust comprising of US government securities.
11. FLOTUS time in office counts towards his/her limit of terms served as POTUS. Requires Constitutional amendment
12. A son/daughter of POTUS Or FLOTUS is not eligible for the Presidency. Requires Constitutional amendment.
13. Reforms to the office of Attorney General
14. Laws governing Congressional subpoenas of the Executive branch to ensure compliance with Congressional over-site duties.
