Gilbert did in fact turn down Texas offer. A big part of it was the money, as mentioned below. Gilbert and his agent thought a precedent had been set with the $1.3 million per year offer to Sonny Cumbie and it was almost viewed as a bit of a slap in the face when Texas offered him less than half that number. Gilbert wasn't expecting Texas to match the offer that had been given to Cumby, but he did want more than what was originally offered.
Another factor, I'm told, is that Texas would not guarantee the contracts of his assistant coaches that he wanted to bring. Gilbert's deal was guaranteed (I believe for three years), but the deals for his assistants would not have been.
Lastly, he wasn't able to get any guarantees that Charlie Strong would be around beyond 2016. I believe Gilbert was given some assurances that if Texas won a certain number of games, Strong would be back, but beyond that there was no guarantee.
Add it all up and he turned down UT's offer.

A few minutes ago, Gerry Hamilton tweeted that Sterlin Gilbert has turned down UT's offer to be offensive coordinator. Multiple other outlets in Tulsa are reporting the same.
What I can tell you is that as of late this morning, he had not signed the deal to come to Texas. We heard from two sources that Gilbert's issue was salary related. Texas offered him in the range of $650K and Gilbert wanted something closer to what Texas offered Sonny Cumbie ($1.3 million annually).
What I was told last night and this morning is that Gilbert had basically turned everything over to his agent. Also, I'm told he was very frustrated when word leaked out yesterday that he had agreed to take the position before he had agreed to any sort of terms.
If Gilbert is off the table, as is being reported, we've been told there's a strong possibility Charlie Strong may have to start fresh with this whole search. It doesn't mean he will automatically turn to Cal's Tony Franklin.
