I don't think that Texas is looking very much at the small HS in Texas from what I've seen, always the big name stars that everyone wants in any State, I would bet that if I was a Coach that I could get enough players from small town HS to compete in the Big 12 and never even go after the 4 or 5 Star players, Texas has had a lotta small town players back in the days when Royal was coach, sometimes going outa state seems like a waste of time...only problem I see is that some HS are not very good at Academics and that's a player killer there that forces a lotta players to play at JUCO's, but still there are some out there that do well in keeping their grades up
