Okay, went back and looked at hit on this play from every angle available. Conclusion: legal hit. The Texas player led with his shoulder to the Notre Dame receiver's shoulder and the helmets of each barely touched. Additionally, the receiver had caught the ball and both feet had made contact and was taking another step when collision happened. The rule speaks of crown of helmet use and "a receiver attempting to catch a pass, or one who has completed a catch and has not had time to protect himself or has not clearly become a ball carrier." The defender did not use the crown of helmet to make contact (1), the receiver had completed the catch (2), the receiver did have time to protect himself as the video shows (3) and he was now a ball carrier since he had taken steps, three actually, to become a ball carrier. The only argument would be if one said he had completed the catch as defined by the rules of a completion which states the receiver must maintain control of the ball through the entire play, "when in doubt wipe it out." Therefore, he did not make the catch and it was not targeting. End of story.
