Does anyone know if they are allowed to have contact with recruits? Are they allowed to have contact with prospects? Can they contact them on their own? I'm interested in this.

NCAA manual covers it all. Once kids enter the 9th grade they are prospects. There is no distinction between a recruit and a prospect. Kids can call on their own and visit on their own as much as they want. Coaches contact and official visits are regulated. A verbal commitment isn’t really a thing. There aren’t any additional restrictions on contacting kids who have verbally committed to another school.

The NCAA classifies former players and boosters, among others, as "Athletic Representatives" of the university. They are prohibited from recruiting.
 
I had to file ppw with the NCAA because I had a family member that was SUPER wealthy and a big time donor to a major university. Gotta be careful.
