Ascribing motive in terrorist attacks

The Feds play this weird word game when determining motive for a jihadist attack. They can have evidence that the individual associated with the bombings is a Muslim, who is a refugee from a predominantly Muslim country, has obvious associations with individuals and groups of radical jihadists through social media etc.., and has the appearance (long beard) of a practicing Muslim.

Even with all this evidence they still say they can not determine a motive for the attack. Excuse me? What more evidence do you need as to the motivations of the individual? The motivation is staring you in the face.
