WSJ article published this morning. I think her ideas, if enacted, would reduce domestic investment both at the startup level and within corporate budgets. I can already see a couple of potential loopholes (though details are not available) that will become popular strategies.

Problematic example: We have a housing shortage. If you want more houses to be built it is a bad idea to increase cap gains taxes on high net worth individuals - they are often who fund such projects. Potential projects will have to show higher forecast returns to attract investment capital and properly compensate investors for taking the associated risk. Rent will have to be higher relative to costs than it is today to get housing projects built.
