Years ago I had a buddy run for Sheriff of a smaller local county. He handily won all the precincts not inside a city, IE the people he would serve as the head of their primary law enforcement agency. He lost the election based on not being able to win votes inside the county seat, a larger town which had its own police force.
The will of the people who would be served by the Sheriff was trumped by the will of people who wouldnt be served by the Sheriff since they had their own local police.
So, should voting for County Sheriff be limited to just those who reside in an unincorporated area of a county?
