OT: Router/Streaming Question(s): Kinda Longish

Okay, I need some advice here.
Situation:
Router is upstairs in a bedroom, it handles three computers (two upstairs, one down) and the TV (Sony/Google). It is (or was) a high end thing. As far as streaming goes, the signal goes through a PS2 right under the TV
Problem: TV won't hold a streaming signal. Netflix constantly reloading
A little background: We had this problem a few months ago so we installed one of those "extenders" or "repeaters: (dunno for sure what the terminology is) downstairs, a mere 10 feet or so from the TV. All worked well until recently. Now, all bad. BUT ALL TV's are working fine, upstairs and downstairs. No problem with them.
Questions: So my questions are these:
1. Does it make sense to install ANOTHER router, downstairs, closer to the TV?
2. Is that even possible? Can two routers work at the same time?
3. If the answers to ## 1&2 (supra) are YES, would that involve the potential for negative unintended consequences vis-a-vis our current setup?
4. If the second router is not a solution, any ideas as to what we might do to fix this problem?
