Question for divorce lawyers on very messed up situation - Can't make this sh$t up

I've posted before on my messed up brother-in-law. It's a very sad situation but also so Jerry Springer like that its hard not to chuckle a little bit about it. The legal part is at the end, the details are for additional drama.

Background. Back in early April, BIL and SIL move back from Colorado because they ran out of money as BIL never got a job and wrote stupid poems on Twitter all day while he was stoned out of his mind. They never properly terminate their house lease, so I loan them money to buy out last month of lease as I don't want their credit ruined and stuck living with my in-laws forever. My inlaws take them in.

In May, BIL asks me to invest in a Hookah bar. He sounds good and motivated (for once) but I say no. Within 12 hours, he moves out and reveals he has a secret Twitter girlfriend (also a weird chick that writes crazy poetry) and they are in love even though they've never met. At some point, BIL and new chick meet for first time and write poems back and forth on Twitter describing their first time having sex in very vivid detail.

BIL and new chick shut down cellphones, take family van (that is co-owned by BIL and SIL), and move to Oregon with plans to start up some natural foods grocery store or something. While up in Oregon, new chick convinces BIL to get off all psyche meds, which is not a wise thing.

BIL and chick run out of money and return to Houston. They are transient living out their van. Chick supposedly gets job as a chef and brother-in-law gets job selling homeopathic jewelry. BIL's mom gets a call one day from BIL's boss saying BIL is supposed to be in Austin with $20,000 worth of jewelry and he's gone missing.

Two days later, BIL/chick turns up in Ohio at his grandmother's house. His uncles try to do an intervention, but BIL bails before they get a chance. BIL leaves jewelry in Ohio and his boss drives up from Kansas City to get it. BIL is nowhere to be found.

Last week, BIL calls grandmother in Ohio and says that they are Michigan and have crashed van in a ditch. No idea where in Michigan.

This morning, Houston PD knocks on my in-laws door. The van is registered to their address and the police in Michigan contact HPD because this is the address on file. Police tell them they actually crashed the van into someone's property and not a ditch. They also tell them that van is trashed and they have been living out of van for some time. They have been using the center console as a toilet. Disgusting. Police believe that BIL and chick are hitch-hiking somewhere after loitering around this random town in Michigan for the last week. Van was impounded by police up there.

Now for the legal part:

My SIL (who is massively depressed and dealing with her own issues as she was abandoned with 2 kids) can't get divorced in Texas until September due to 6 month residency requirement. The van is in their name jointly. The owe $15,000 on it. Until they get divorced, she is liable for everything. He has nothing. They were told by Houston PD that the van is trashed. Even if van is foreclosed, the lender would get very money if anything. I'm assuming he let the insurance lapse.

What can my SIL do to minimize her exposure in this situation? She would also like to preserve her credit but I do not know if this is possible.

Obviously we need to get my BIL into a mental institution.
