I live in Houston, but I imagine it's the same in most other big cities. Almost daily, there are reports on the news of a murder or attempted murder. They'll flash the suspects face on the screen and list his prior offenses. Without fail, they all have committed numerous violent felonies and have been in and out of jail/prison and in a good portion of the times, they are CURRENTLY out on low or no bail for committing a violent crime.
Just my humble opinion, but I think if all you did was enforce the existing laws and locked up people committing violent crimes and locked up people for a LOOOONG time who commit violent crimes with guns, particularly stolen guns, the violent crime rate would have a substantial drop.
Also, it seemed like in NYC and a couple other big cities, law enforcement techniques like stop and frisk were having a positive impact on curbing crime, but for whatever reason, they did away with that.
