Why "warning shots?"

When Iranian gunships repeatedly advance at a high rate of speed toward an American destroyer in international waters with gun positions manned, and ignore warnings to stay clear, why are we firing "warning shots" across their bow. Why don't we blow one of them out of the water and send a clear and unmistakeable message that this is something that will not be tolerated. Are we concerned about the political repercussions?
