Looks like the helo was off course and flying above the ceiling.
Can't tell if ATC dropped the ball, or helo pilot did something stupid. Flying at night means he might have been wearing NVG at the time- limiting vision range. Either way- somebody has some questions that need answering.

There were members of the US national figure skating team on board. Oddly enough, in 1961, the ENTIRE US national figure skating team died in a plane crash on approach to Brussels airport.
 
You would think air traffic control would have seen the helo off course and made course corrections for both flights.

Whether it was a terrible mistake in the tower or one of the pilots, many airports have gotten too busy and congested, rushing decisions. My brother in law was an air traffic controller at San Antonio, during the 60s-70s. Even then, he spoke of stress in the tower.
