Emergency Passport Advice

Business partner got his passport stolen out of his car last night... We are scheduled to fly to Colombia on the 13th of this month.

Looking for advice on how to expedite a replacement in time to go on the trip.

He is in San Antonio....I am in Austin

I have heard people go to Houston to do this in the past but any advice appreciated from somebody that has been in this position.
