Quite a calculated move, IMO.
These Republicans have played charades for years about it and assaulted the ACA knowing Obama would veto anything put on his desk. They intentionally overplayed their hand knowing it wouldn't work. Yeah, put a vote to repeal knowing nothing will come of it. What? You are changing your mind now that you're in the driver's seat?
I think this is a very good tactic to say "Sh*t or get off the pot" by Trump and am very interested to see what they do. I think it gets some moderates to the table. Congress can do a couple things here:
1.) Pass the current legislation as they don't want to repeal it fully and get more backlash than passing the Senate Bill.
2.) Not pass the Senate Bill, have healthcare fall apart for now, and look like chumps after the charades over the years about voting for repeal and lose their base.
