Apparently the terrorists neighbors suspected something was going on, but didn't want to report anything for fear of being demonized like the school admins in the Clockmed case. I mean, had they reported to the authorities, this likely could have been prevented, but had they reported and it was nothing, it would have garnered media attention about rampant anti muslim / anti brown behavior and the "victims" would have gotten an invite to the White House and there would have been talk about how racism is still a major issue.
