How much does being a great recruiter matter in today's NIL environment?

I understand in the past being a great recruiter was crucial to being successful prior to NIL.

I know in hiring Orphey it's mentioned he is a great recruiter, but how much does it matter these days. In the end are we seeing players just going where the largest bag is?
