We are starting to get an idea of what the whistleblower complaint is about. Of course this is a guess based on limited information from press reports.
Trump in a call with the Ukrainian leader asked for Joe Biden to be investigated and used a military aid package already approved by Congress as a bribe to induce Ukraine to conduct the investigation. Trump has been withholding the aid package but did release it after the story broke, when Congress started asking for the whistleblower information.... So the theory goes.
IF this is the basics of the allegation against Trump, it will all depend on the specific language used during the call or calls. A skilled lawyer or careful layman could word it in a certain way and essentially offer a bribe, without high risk of prosecution. You use the wrong wording and directly offer a quid pro quo and you have a major legal problem.
Looks to me like we are headed for another special prosecutor being appointed to investigate possible criminal conduct by Trump.
