I personally don't have a good feel about the bill the House is voting on because I don't fully understand the rules of the Senate, nor do I know what they can or cannot change about the original House bill - nor what will be passed later to alter this original bill.
The fact that Ryan led with this thing without knowing the votes proves he needs to be out as Speaker. They have had plenty of time to strategize what they needed to do.
