Is it normal for the WH to prevent testimony as a regular practice?

I forget, during the Nixon, Ford, Carter, Reagan, Bush I, Clinton, Bush II, Obama admins, was it the norm to block investigations by not allowing people to testify? This is the regular practice today. It really sends the signal that the WH is guilty of something.

Thoughts?
