They win power. They win influence. They get elected to city councils and county management by selling their virtue. District attorneys run on promising Progressive enlightened forgiving Societies. Dark and outside money get them elected thanks tipping the election to victory.
City Councils pass Referendums relaxing laws, dismissing laws, and less orders. District Prosecution policies get changed. Downgrading felonies down to misdemeanors. Who wouldn't like looting yourself richer and if you do get caught. You usually don't have to pay bail there, or better, get released. (eg. San Francisco has to be above 950$ to be prosecuted), supported by City Council referendums, ACLU, and District Attorneys often Soros funded.
