The President is presiding over an early afternoon official meeting of the Presidential Cabinet at the Whitehouse. Having had a late 3-margarita lunch, the Secretary of State is in a good mood for chatting. In fact, he just won’t shut up. The president calls him down on it several times, asking him to please be quiet, as the meeting is of utmost urgency.

At last, out of total frustration, the President warns the Secretary that he will shoot him if he doesn’t shut up. And, finally giving up, the President pulls out a small automatic hand gun and shoots the Secretary in the head, killing him at once, saying, “shall we continue?"

As the killing, though normally criminal, was part of an official act during an official Presidential Proceeding, murder charges were not even considered by the Justice Department.
