OT: Promotion Battle at Work

Appreciate any advice from the OB brain trust. I have a 1 on 1 with my promotion sponsor today. My goal is to frame the conversation around not feeling valued by the organization for my contributions rather than threatening to leave if I don't get the promo.

My review for a promotion was completed in January, and feedback from my management was "Unanimous feedback was that you're great. Here's a couple things we can work on, but there was no one who said it shouldn't go through........unfortunately we didn't have budget to complete the promotion." Our promotion review cycle is every 3 months. I then got the story how it was unlikely budget was going to come in March, but June the budget will reset and I'm top of the list.

In my opinion, that's settling on my promotion. Especially because a June approval wouldn't take into effect until September. Oh and my workload has doubled since January. We just had 2 teammates announce they were leaving yesterday, so I want to use that to my leverage.

For those of you all who are responsible for promotions and budgets, what's resonated with you when you have an employee who is unsatisfied with being told to wait for a promotion?
