Pad cover over football helmets?

so flipped over to NFL network to see Colts/Broncos. Maybe I just haven't seen or heard of these yet but saw a few players wearing an extra big helmet that then obviously appeared to be a padded covering over helmet.

is this something new allowed this year, extra head protection?
