We all hear about Manchin and the two other democratic senators may "get cover" and vote yes but would never do so to give Kav the win.
My question is how does the vote actually happen? What order is the vote held? Why don't the conservatives make them vote first? Or in order? That way they can't just tack on yes votes at the end once its decided.
Or is this a case of the outcome already being known before the vote even happens so they can vote whenever they want and it really doesn't matter.
