Rules question - Skattebo's catch in OT1

(Sorry, don't have ability to find and post video of the play.). This is the play where he caught the ball going to ground on the sideline and reached forward along the sideline. The announcers complimented him on having the sense to extend before his knee hit. He lost control as the ball hit the ground. Why wasn't this an incomplete pass? I know it would've been punitive since he had control as he extended, but it is apparent he was going down (or at least most humans would be considered going down) as he caught the ball. Isn't the rule that you must survive the ground for a completed catch when going to ground? Difference between 4th and 1 (which they converted) and 4th and 4.
