when its citizens begin to flee in mass numbers? Obviously this won't happen but it brings up the question of should other nations pay for the short comings of its neighbors. Why is Costa Rica a model of success but neighbors Guatemala, El Salvador and Honduras failures? Why can't the US just tell those countries that we won't send money to them but rather we will use those funds to care for their citizens that are showing up on our borders.
