The first two rounds of the women's games almost never produce upsets and most games are blowouts. The only "upsets" in the sweet 16 are a couple of 5 seeds over 4 seeds otherwise it's pure chalk.
The men's tourney has had fewer upsets as well but at least some of the games have been close.
There just doesn't appear to be enough ladies' talent below about 20 teams.
Maybe a 20 team field with the 4-5 seed matchup set as a first 4 play in games.
