Chris Canty gave a pretty good explanation on why targeting was not called on his talk show yesterday morning. Chris stated that when the pass was tipped at the line of scrimmage and it changed the possible landing point of the ball. This caused the receiver to have to change his angle to get to the ball. He had to go lower and toward the DB, who had already made his move to the receiver. So the receiver actually initiated the contact. I have not read anywhere about the ball being tipped at the line of scrimmage. That could easily have caused both players to change their direction.
