At the heart of this attack are the peace deals being done with Saudi and other arab countries. Iran does not want Israel and half of the Muslim world against them. All the counterintelligence groups have shifted heavily to technology and away from human sources in the recent years so using person to person and hand written notes could definitely fly under the radar.
