What if 32 teams split from NCAA football

I've seen some suggest taking 64 teams and separating them into the Top Tier with four 16-team divisions...still way too many IMO...so what would the teams be if there were only 32 teams and who would get left???

Did I forget anyone? Can you imagine the lawsuits after that announcement???
