Why was Over the Top shut out at the Academy Awards?

Objectively, Over the Top is one of the greatest films of all time and probably a film selected for preservation in the National Film Registry, though I don't see the need to fact-check it.

Why was it shut out at the Academy Awards? Feels like a conspiracy to me.
