I’ve said in other threads that I believe we’re seeing targeting evolve in real time to develop informal standards for what is and isn’t called similar to holding or pass interference (there are holds that we know will never get called even though they are hold by the letter)
Yormark’s statement seems to indicate that he was told what officials were looking at and the standard isn’t exactly what is in the rule book. His frustration is more on the lack of transparency rather than the actual call.
Rule books are weird because they are written like legal documents but have no formal court for interpretation or precedent and for whatever reason we are ok with that for every rule except targeting. Maybe we see some changes to rule which I am sure will be received with “They changed the rule for Texas” chants
