The Baylor circus has obscured most other offseason CFB news, but I just saw a little note that Fowler is having trouble qualifying academically. He is not on campus yet and summer school is in his future. I don't know much about how academic qualifying works but most of the time these issues come up post graduation the kids don't make it in.

HOUSTON — Texas coach Charlie Strong said he’s confident freshman linebacker Erick Fowler will make the academic scores he needs and will soon be cleared to join the team.
Fowler, a four-star prospect from Manor, did not move onto campus last week with other incoming recruits and is said to be waiting on a standardized test score.
Marcel Southall, a defensive tackle from Duncanville, also has some work to do academically.
“They’re still getting their work in and at some point they’ll make it to campus,” Strong said.
If available, Fowler would give Texas a skilled pass-rusher who is considered to be among the top youth players to ever come out of Austin.
This comes one year after Texas had to cut ties with three signees who couldn’t make the grades: Floridians Devonaire Clarington (tight end) and Gilbert Johnson (receiver) and Houston’s Du’Vonta Lampkin (defensive tackle).

There is some speculation this is about his Texas STARR scores from the standardized testing comment. The state of Texas is having huge issues for getting STARR scores back to all schools.

I think they've already waved 5th and 8th graders due to their incompetence.

I really wish that they would get rid of the STARR test, just an opinion. I recently read that last years victim of not being able to qualify, Devonaire Clarington, was recently on campus. Maybe at some point he can make it back to Texas.

TFB reporting that Fowler says he has received the test score he needed to qualify. Hopefully one or more of the other sites will confirm soon.

UPDATE (7:31 pm): I just spoke with Erick Fowler. He let me know that he did receive his test scores today. He said he spoke to Texas today and based on those conversations he believes he is “good to go”. Fowler said that all that remains for him to do is to submit his final transcript to UT along with his test score. He noted that after hearing about his scores the Texas coaches were excited and expressed as much to him.

Fowler said he’s hopeful that he will be able to report sometime before the second summer session begins. All this comes straight from Erick so it certainly gives fans reason to feel optimistic. However, I would caution our readers to keep in mind that we have no access to any academic information so we are not able to independently verify anything. Additionally, we all saw what happened last year in the Lampkin situation.

There is reason to be optimistic but I’d save the confetti until the star linebacker is on campus. – (Super K)

Now there are reports that people jumped the gun in taking Fowler's word for it.
 
A bit more information on the situation of Texas 2016 signee Erick Fowler.

As most of you all read on Wednesday night, Fowler, the five-star linebacker out of Manor, had good news to report.

"I got them back,” Fowler said of his SAT scores. “They called me with good news, saying I did a lot better," Fowler said. "I have to bring my official transcript up there tomorrow. They'll let me know for sure then, but they said I did really well on the test.”

We haven’t had a chance to follow up with Fowler to find out how his meeting went on Thursday, or if it happened, but I was told by a source on Thursday that those in the Texas program do expect Fowler to gain eligibility.

Obviously, they need to see his transcript and get it approved by the NCAA Clearinghouse before anything is official, but if the numbers line up the way people are thinking, Fowler should get in. From what I was told, Fowler is doing some summer school work, but that’s more as a precaution. Basically, to play it as safe as they can, Fowler is taking at least one summer school course if it turns out it’s not necessary. (Suchomel)

If schoolwork is his Achilles heel, then a little extra summer school can do nothing but help the young man.

– Team Note | Erick Fowler: As you will recall, last month we reported that Erick Fowler received the necessary SAT score for qualification. I am told that Fowler also needed to take a summer course to replace a previous high school course. The course is complete.

However, there still seems to be a hold up. I spoke to a source yesterday who let me know that Fowler’s SAT score was flagged by the NCAA. This can often occur when a student athlete dramatically improves on the previous test score.

I have not received confirmation on what Fowler’s plans are moving forward but I can only assume that he will look to re-take the exam. – (Super K)
 
An update was posted in regards to the above post, basically states that he talked to Fowler and he says his score wasn't flagged and he plans to move in soon. Goes on to say that the source mentioned is trustworthy so he isn't sure what to do with the conflicting reports.
 
Higdon has been saying that we won't know whether he has a qualifying test score until toward the end of this month, and that he still has to make the grade in two classes as well. Who the f*ck knows what's going on with this one...
 
I heard long ago that it would be August before we had an idea if he was in or not, at this point...I doubt he is coming.
