Then post signing day when Deloitte reviews the deal, maybe they flag it (that would be the plan). USC tells recruit “Oh no, the big bad NCAA won’t let us do this. Let’s see what they will allow.”
Sure kid could transfer, but big bad NCAA will reject your deal at school XYZ. Stay here and let us pay you the max the NCAA will allow, the same you will get at any other school. Now kid is staying at USC for the same amount he would get at Georgia, Texas, Florida, etc.
