Taffe no targeting vs Roughing passer on head slap

More ref inconsistency. Thought Taffe hit on QB could have been reviewed for possible targeting ( never know about targeting calls). . Glad it was not.
But then we get a personal foul for a slight hand slap to QB head late in game. Very inconsistent.
