That's MILLIONS with an S. As the author correctly points out, that is more than enough to turn an election. A simple ID card prevents this and democrats have their predictable opposition; since it's a Republican idea they have to oppose it, that is in the rules of this corrupt country. The R's and D's don't want to fix this problem, they want to find a way to use this to their advantage. If you think there are differences between the two major political parties, you aren't paying close enough attention.
