Is there somekind of new yield or stop rule I don't know about?

I'm my suburbian Cedar Park neighborhood...aka Little India...when I'm stopped at a STOP SIGN, turning left onto 2 way traffic with a median; cars on the main thorough fair that enter a turn lane with NO STOP SIGN are stopping anyways & waving me across for my turn. Wtf? Is this a new rule? Shit happens all the time now.

Or is this how they drive in other countries?

Curious minds would like to know.
