Riley has Hollywood in his back pocket. Almost all of the big name directors have ties to USC in one way or another.
Money is great- but appealing to a kid by getting them a cameo in the next Marvel movie is something ONLY USC can do.
Money is not as great as you think it is. There's a reason why he recruited better classes when he was at OU. Same reason he's #18 right now, which is the same reason he finished 17th in 24 class- that they are not top tier in NIL. They are closer to tier 3.

We got oregon, aggie, maybe miami, like tier 0 in a class above everyone, they just throw money away.

Tier 1 is like ohio state, texas, alabama, probably georgia.
Tier 2 we got teams like OU, missouri, tennessee, nebraska, probably colorado, lsu, maybe michigan, maybe ND and psu
Tier 3 is where usc would be. with programs like clemson, and florida

Sure usc has unique opportunities that only they can offer a special player or 2, someone like caleb williams would make out nicely. but it's not the same for everyone else. if it was, they'd have no trouble locking california down completely and being consistently in the top 5.

E.g. class of 24, the top 10 players in california, oregon had 3 of them. usc had 0.
Ou and texas even had 1 each, bama had 2.

top 25 players in california, even washington has 3, oregon has 7. usc only had 4.
