Could Rand Paul's proposed bill be submitted in the House without massive changes? I don't know how the mechanics of this all works. I haven't heard a peep that this is even a remote possibility, but I was wondering if there were some special issues because of it being entered in the House that would necessitate completely new framework and structure...
